His Excellency Dr. Eng. Saif Saeed Al Qubaisi was assigned to carry out the role
of Acting Director General of Regulatory Affairs on 11th October 2023. He plays
an instrumental role in strengthening the position of energy and utilities sector
contributing to strategic, commercial, and regulatory decisions with particular focus
on agility, value creation, operational excellence and growth.

Al Qubaisi is committed to provide leadership for all matters governing the policy,
strategy and regulation for the provision of efficient and economic water, wastewater,
electricity, District cooling, petroleum products and gas and energy across the sector
in the Emirate of Abu Dhabi.

With over 20 years of experience, Al Qubaisi has a wealth senior leadership experience
in the infrastructure, energy and utilities sectors towards maximizing the value of
UAE’s valuable resources.

Al Qubaisi has been recognized for several achievements: Winner of the CEO Middle
East Awards in September 2016, Received the “Outstanding Government Services”
Award from Arabian Business Achievement in November 2016 and Named in the
top 25 most influential players in the energy sector by Utilities Middle East in July
2017. Throughout his career, he has served as Director General for the Regulation
and Supervision Bureau (RSB). Past roles include working with AL Dar Properties as
Infrastructure Project Manager and holding various roles in Abu Dhabi Water and
Electricity Authority (ADWEA) and Abu Dhabi Transmission and Dispatch Company
(TRANSCO).

Al Qubaisi has previously held a board memberships at Quality and Conformity
Council (QCC), Infrastructure and Environmental Committee of Abu Dhabi Executive
Council, H.H The President of U.A.E Initiatives Committee and Gulf Total Tractable
Power Company PJSC.

He holds a PhD degree on Projects Management and Logistical Support from Aston
University - U.K, MBA - General Management from AlHosn University Abu Dhabi,
U.A.E and Bachelor of Science Degree in Electrical Engineering from the University
of North Carolina at Charlotte, U.S.A.
