Dr. Max-Kyne stands as an embodiment of unparalleled development expertise and visionary leadership not only in Sierra Leone but also at the international stage with profound background in research, policy analysis, and organizational development.

Her voyage into the realms of academia and development commenced at the esteemed Fourah Bay College, University of Sierra Leone where she obtained a Bachelor’s degree in Sociology and History. With this foundation, she proceeded to the Obafemi Awolowo University in Nigeria, where she pursued a Master of Science degree in Social Change and Development, specializing in Sociology and Anthropology. Her thirst for knowledge triggered her quest to pursue another Masters in Business Administration at the University of Maryland, USA after which she pursued and was awarded a PhD degree in Public Policy and Development, specializing in African Studies and Research at the prestigious Howard University, USA.  

Over the span of 18 years, she dedicated herself to disseminating knowledge for the intellectual growth of her students as a lecturer at Fourah Bay College and the Institute of Public Administration and Management, constituent colleges of the University of Sierra Leone, at under graduate and post graduate levels. Much later, Dr. Max-Kyne ventured into the development world and assumed the mantle of Urban WASH Consortium Coordinator at Oxfam Great Britain

Dr. Max-Kyne was later appointed Assistant Director General of Policy and Technical Cooperation at the Ministry of Foreign Affairs and International Cooperation in Sierra Leone from 2016 to 2018 where she played a pivotal role in shaping national policy discourse. This was a precursor to her tenure as Deputy Commissioner at the National Commission for Social Action (NaCSA), where her transformative vision galvanized social protection and other development initiatives from August 2018 to January 2021 and was appointed Commissioner of NaCSA, a position she held from January 2021 to July 2023. Drawing from her tangible demonstration of results-oriented leadership, His Excellency the President of Sierra Leone in his wisdom appointed her as the first Minister of Water Resources and Sanitation of the Republic of Sierra Leone in the new cabinet in July 2023 thus positioning her at the forefront to provide political leadership for the critical WASH sector domain directly impacting the economic wellbeing of the nation's populace.

Dr. Max-Kyne's appointment as Minister is a testament to her unwavering dedication to development, her mastery in policy analysis, and her commitment to steering constructive change.
