Dr. Shihab Elborai is a Partner with Strategy& and a member of the Energy, Resources and Sustainability practice.
He serves major energy industry players across the Middle East and North Africa by redesigning strategy, policies, governance structures, and regulatory frameworks to navigate the shift from fossil fuels to renewables and to help build sustainable energy delivery systems. Shihab co-leads the firm’s cross-industry platform on Sustainability in the Middle East.
Some of the recent client assignments Shihab has led include:
- Developing a 20-year integrated national energy strategy for one of the largest petroleum-producing countries in the Middle East, covering energy, industry, and socioenvironmental impact.
- Overseeing a generation unbundling and spin-off strategy for a 35-plus gigawatt government-owned utility that split into four comparable generation companies to improve sector governance and facilitate the deployment of more than 6 gigawatts of renewable energy per year for the next 10 years.
- Designing an electrical power business strategy and partnership model for a national oil company to utilize high-efficiency captive power assets, reduce the carbon footprint of the national power fleet, and promote/finance renewable energy investments.
- Building the capabilities of the planning team of a large North African electrical utility so they could review and update their five-year strategic plan to transition to a low-carbon energy mix based on natural gas and renewables.
He is the author of several publications.
