Was born in Baku on November 24, 1969.
Graduated from Azerbaijan State Oil Academy in 1992.
Started his diplomatic career at the International Economic Relations Department in the Ministry of Foreign Affairs of the Republic of Azerbaijan in 1990.
Was the Chairman of the Security Cooperation Forum of the OSCE in 2005.
Served as the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Federal Republic of Germany, 2005-2016.
Was appointed as the Minister of Energy of the Republic of Azerbaijan in 2017.

He is fluent in Russian, English, and German.
